Why not a level of trade?
It could be based on the number or dollar value of fish that the
hobbyist sells. The level might be set at twice what it costs to
obtain a licence.

I swap fish and plants with my local fish shop. I usually get the raw
end of the deal so I only do it if nobody else I know wants the fish
or plants. I never even stopped to consider if I am breaking a law.
