Sounds like the dreaded planaria to me! Copper doesn't work (although it
should - probably the dose required will also be toxic to the fish). The
only product that I have found works is a propriety product I got from
Holland called 'Dactycid'. This product is extremely safe with young fry.
Apparently you can get the active ingredient. Maybe Harro can tell us what
the active chemical is?????
